SPECIFICATION

Quotations are requested from Accredited or Approved Logistic Company to provider Door to Door Services to transport all samples and materials to China International Import Expo (CIIE) from 32 Govan Mbeki Avenue, Gqeberha to Shanghai.

Specification:

1.       Pick up location at Gqeberha SBDM Offices, the expected pickup date is between 1^st August 2024 to 15^th September 2024.

2.       Delivery location at CIIE booth in Shanghai, China (booth number to be confirmed), latest delivery date is 31^st October 2024. Late delivery may not be accepted.

3.       Sample size up to 50m³, weight up to 20 Tons and value up to R1,000,000, the category of the samples includes but not limited to the following:

a)       Food and beverages

b)       Agriculture products and agro-processed products

c)       Tourism marketing equipment and materials

d)       Textile and garment products

e)       Construction and decoration materials

4.       The service shall be a door-to-door all-inclusive services, which shall include but not limited to the following:

a)       Goods pickup

b)       Inland transport in South Africa and China

c)       All export services in South Africa

d)       All import and clearance services in China

e)       Full insurance coverage

f)        CIIE expo duty and tax incentive applications

g)       Consultation for export and import for all different products from South Africa to China

5.       The quotes shall be an all-inclusive quote which shall include but not limited[TK1]  to the following:

a)       All inland transport cost

b)       All shipping cost

c)       All administration cost and surcharges

d)       All Expo logistic charges

e)       All government charges include but not limited to tax, duties, surcharges.

f)        All insurance cost and protective cost, if applicable, late delivery is not accepted which may result penalties and non-payment.

g)        Foreign exchange implication must be covered in the quote, all prices must be in South African Rand. No extra payment may be considered beyond the accepted quote.

6.       Minimum requirements:

a)       Service providers must be qualified and registered logistic service provider which is accepted in both South Africa and China.  Failure to provide proof of registration will result in disqualification.

b)          Track record or experience for similar mission is desired, please provide company experience in similar activity[TK2] .

Evaluation Criteria

The quotations will be evaluated on a 80/20 preference points system as per the Preferential Procurement Regulations, 2022.

Only those qualifying Bids will be evaluated in terms of the 80/20 preference points systems, where the 80 will be used for price (VAT inclusive) and a maximum of 10 points allocated for locality and a maximum of 10 for points allocated for B-BBEE status level of contribution as follows:

NB: In order to claim for these points, Bidders are required to submit an original and valid B-BBEE Status Level Verification Certificates or certified copies or the Sworn Affidavits together with their Bids to substantiate their B-BBEE rating claims.

Points allocated for Locality.

NB: In order to claim points for locality, prospective bidders are required to submit proof of address of office dealing with the project. A valid lease agreement/municipal account in name of bidder must be submitted. Failure will result in preference points not being allocated.

Payment For Services

Payment will be issued after the service has been rendered.

All relevant information must accompany all quotations submitted. No late or incomplete quotation will be accepted for consideration.

The municipality reserves the right not to accept the lowest or any quotation and no reason for the acceptance or rejection of a quotation will be furnished.

General

• Prospective bidders to be registered on the central Supplier database (CSD) failure to comply will render the quotation non-responsive.

• It is compulsory that all suppliers to quote on all items.

• Quotations to be valid for 90 days from the closing date.
• The municipality reserves the right not to accept the lowest or any quotation and no reason for the acceptance or rejection of a quotation will be furnished.
• The municipality reserves the right to accept full or part of the quote.

Formal written price quotations should be submitted in a sealed envelope, clearly marked “QUOTATION NO: 06/2024: LOGISTIC SERVICE PROVIDER FOR CHINA INTERNATIONAL IMPORT EXPO (CIIE)”, which must be placed in the quotation box, 4th Floor, Govan Mbeki Avenue, Port Elizabeth, before 14 May 2024 12h00.
