The Sarah Baartman District Municipality (SBDM) invites quotations from suitably qualified service providers for Supply Delivery Installation and configuring of the WIFI Access Points as per specification below. The equipment must be installed at Sarah Baartman District Municipality, 32 Govan Mbeki Avenue, Port Elizabeth.
Currently SBDM has four (4) UniFi WIFI Access Point (AP’s) AC Pro which are configured with two (2) SSID, one SSID provides connectivity for both Internet and the Municipal LAN (Data), the second SSID provides connectivity only to Internet. The Municipality is not replacing the current WIFI Access Points (AP’s) but adding new ones for the purpose boosting WIFI signal and to cover areas where there is no WIFI signal, and where there is poor connectivity. The current internet speed is 160mb up/down.
1. Scope of work entails: · The Service Provider (SP) is required to install and configure six (6) Access Points (AP’s). · The Service Providers (SP) is required to mount and fit the six (6) new Access Points (AP’s). · The Service Provider (SP) is required to configure the Access Points (AP’s) to have two (2) SSID (Wi-Fi network name) where one SSID will provide connectivity for both Internet and the Municipal LAN (Data), the second SSID must provide connectivity only to Internet and provide low bandwidth compared to the first SSID. · The Service Provider (SP) is required to install six (6) data network points CAT5e. · The Access Points (AP’s) must be Power Over Ethernet (PoE) enabled. · Connection to access point must not be lost. · Provide access with regards to administering of the installed WIFI Access to ICT System Administrator and the IT Technician through browser. · The WIFI Access Points must have static IP Address and must give DHCP IP address. · The WIFI Access Points must be configured to be within the municipal domain.
· The WIFI Access points must be installed as follows: o One (1) WIFI Access Points (AP) must be installed in first floor (Economic Development and Planning) o One (1) WIFI Access Points (AP) must be installed in second floor (Corporate Services) o One (1) WIFI Access Points (AP) must be installed in fourth floor (Finance Department) o One (1) WIFI Access Points (AP) must be installed in fifth floor (Infrastructure Development and Community Services) o One (1) WIFI Access Points (AP) must be installed in sixth floor (Office of the Speaker) o One (1) WIFI Access Points (AP) must be installed in seventh floor (Office of the Municipal Manager)
2. Project Time Frame: The project time frame will be thirty (30) days from the date of appointment of the service provider. The Service Provide must provide a proper workplan on turnaround time. 3. Specification of equipment
Minimum Requirements · Reference letters must be provided and not be older than 5 years relevant to the work of Wireless Access Points Installations, and the reference letters must be on the letterhead of the institution where relevant work was provided. · Curriculum Vitae of Technical Team with relevant certifications: Cisco Certified Network Associate (CCNA), Cisco Certified Network Associate Wireless (CCNAW), Cisco Certified Network Professional (CCNP) or equivalent Certificate.
Evaluation criteria The quotes will be evaluated on functionality as well as on the 80/20 preferential point system. Functionality will be evaluated as follows:

Evaluation Criteria The quotations will be evaluated on an 80/20 preference points system as per the Preferential Procurement Regulations, 2022. Only those qualifying Bids will be evaluated in terms of the 80/20 preference points systems, where the 80 will be used for price (VAT inclusive) and a maximum of 10 points allocated for locality and a maximum of 10 for points allocated for B-BBEE status level of contribution as follows:
NB: In order to claim for these points, Bidders are required to submit an original and valid B-BBEE Status Level Verification Certificates or certified copies or the Sworn Affidavits together with their Bids to substantiate their B-BBEE rating claims.
Points allocated for Locality.
NB: To claim points for locality, prospective bidders are required to submit proof of address of office dealing with the project. A valid lease agreement/municipal account in the name of the bidder or a municipal billing clearance certificate must be submitted. Failure will result in preference points not being allocated.
Payment For Services
Payment will be issued after the service has been rendered.
All relevant information must accompany all quotations submitted. No late or incomplete quotation will be accepted for consideration.
The municipality reserves the right not to accept the lowest or any quotation and no reason for the acceptance or rejection of a quotation will be furnished.
