Sarah Baartman District Municipality invites quotations from suitable CATHSSETA Accredited Service Providers to provide and deliver Skills Programme NQF Level 2 Culture Guide to 10 participants in Hankey. The training delivery should consist of facilitation & practical assessment.
Training should cover areas that will qualify learners to: • Design Itinerary • Establish needs of tourists • Plan guided experiences • Identify cultural resources and heritage sites • Conduct a tourist guiding activity. • Care for Customers and develop professional ethics 2. EXPECTED DELIVERABLES The service providers will be required to supply and deliver: • Training material • Assessment of learners • Uploading of learners on Cathsseta Website • Moderation of learners • Accredited Cathsseta Certification
NB: The service provider MUST include travelling and accommodation costs. Catering and venue will be provided by SBDM and its partners.
3. QUALIFICATION: NQF Level 2 (Skills Programme) Culture Site Guide. The appointed service provider will be expected to complete the work within 3 weeks from the date of appointment. This will include theory and practical. Minimum requirement. Service Provider must be CATHSSETA Accredited. Failure to provide proof of CATHSSETA Accreditation will be deemed non-responsive.
Evaluation Criteria The quotations will be evaluated on a 80/20 preference points system, where the 80 will be used for price (VAT Inclusive) and a maximum of 10 points will be allocated for locality, and 10 points will be allocated for B-BBEE status level of contribution. The quotes will also be evaluated in terms of functionality.
Assessment of functionality The assessment of functionality will be done in terms of the following criteria. A quote will be disqualified if it fails to meet the minimum threshold of 70% for functionality as per the quote invitation and will not proceed to the 2nd stage of evaluation. Functionality Criteria Criteria to be used for functionality:
Where: 1 = Poor, 2 = Acceptable, 3 = Good, 4 = Very Good, 5 = Excellent Experience of Service Provider Experience of Service Provider/ Company in provision of Tour guide training relates to number of similar trainings completed. List of projects completed in the past 5 years with references Letters must be attached.
Facilitator Experience Experience of Facilitator in Provision of Tour guide training relates to the number of similar trainings in past 5 years cv to be attached with contactable references.
Evaluation Criteria The quotations will be evaluated on a 80/20 preference points system as per the Preferential Procurement Regulations, 2022 and functionality. Only those qualifying Bids will be evaluated in terms of the 80/20 preference points systems, where the 80 will be used for price (VAT inclusive) and a maximum of 10 points allocated for locality and a maximum of 10 for points allocated for B-BBEE status level of contribution as follows:
NB: In order to claim for these points, Bidders are required to submit an original and valid B-BBEE Status Level Verification Certificates or certified copies or the Sworn Affidavits together with their Bids to substantiate their B-BBEE rating claims.
Points allocated for Locality.
NB: In order to claim points for locality, prospective bidders are required to submit proof of address of office dealing with the project. A valid lease agreement/municipal account in name of bidder must be submitted. Failure will result in preference points not being allocated. Payment For Services Payment will be issued after the service has been rendered. All relevant information must accompany all quotations submitted. No late or incomplete quotation will be accepted for consideration. The municipality reserves the right not to accept the lowest or any quotation and no reason for the acceptance or rejection of a quotation will be furnished. General
Formal written price quotations should be submitted in a sealed envelope, clearly marked “QUOTATION NO: 60/2024: TOUR GUIDE TRAINING” which must be placed in the quotation box, 4th Floor, 32 Govan Mbeki Avenue, Gqeberha (Port Elizabeth), before 13 November 2024 at 12h00.
